Charlene Jacquelin Howell

July 1, 1942 — February 7, 2024

Charlene Jacquelin Howell, 81, passed February 7th, 2024. She was born to Jack and Jessie Slane on July 1, 1942 in Jamestown California. After the untimely passing of her birth parents, she was lovingly raised by Curlis and Genevieve Higgins, who brought her to Casper, Wyoming at the age of 6. Charlene graduated from Natrona County High School in 1960. It was not long after when she met her cherished husband Russell Howell Jr. Their marriage led to the birth of three daughters, Chris Moens of Casper, Janine (Brice) Aguilar of Golden Co and Cathy Izatt of Casper.

After spending many years raising her daughters she adventured to Cosmetology school. She then worked at a handful salons, one where she met her long time friend, Betty Spencer.

Charlene was a gifted crocheter, a patient cross stitcher, and an avid rock hound. Later in life she found joy in collecting beautiful glass pieces and being a member of the Casper Antique and Collectors Club.

She was preceded in death by her loving husband, Russell, siblings Harold, Robert, Patsy and her parents. She will forever be remembered by her children, grandchildren Aaron (Kendra) Aguilar, Ashley and Ryan (Mindy) Moens, Ryley and Megan Izatt, four great granddaughters and a great grandson, as well as siblings Joan and Frank.

The family would like to thank the caring staff at Central Wyoming Hospice and memorial contributions to their organization in Charlene’s honor would be appreciated in lieu of flowers.

The family will honor Charlene’s request by not having a memorial service.
