Born January 19, 1931 in Brooklyn, NY, to John and Anna Powers. Due to her Mother’s health,  she had to drop out of nurses training, and join the workforce at an early age. During those years she worked in various trade industries including a shoe store, plastic and meat packing plants.  On March 17, 1951, she married Jack DeChene and later divorced.  Winnie then met a handsome sailor named Kenneth Halbert , and fell in love.  In a matter of time, she and her young daughter Ellen left Brooklyn and journeyed out west to Thermopolis, WY Kenny and Winnie married on January 6, 1955. She had to adjust to small town living having lived in the BIG APPLE. She finally learned how to drive via doing circles at the Thermopolis rodeo arena. She always joked about driving in circles and not in a straight line. Her younger sister Barbara joined the family in Thermopolis due to her mother’s failing health. On October 16, 1955, daughter Carol was born. In 1958 Kenny was hired as an employee at the new Dave Johnston Power Plant in Glenrock, WY.  The family lived in Casper, WY while their new home was being built in Glenrock. Winnie lived in her home for 66 years. She was proud that she was the last original homeowner in that housing subdivision. During those 66 years Winnie was involved in many activities. She coached a very winning girl’s softball team.  She and Kenny were Cub Scout leaders, she lead the American Legion Jr. Auxiliary, was a member of the VFW, Rebekah’s, Past President of Epsilon Sigma Alpha Tau Sorority.  Sang soprano in the Sweet Adelaide’s Choral Group. She loved crafting, sewing, gardening and canning.

She was an avid baker and cake decorator. Mom did many birthday and wedding cakes.  Many youngsters enjoyed mom as their babysitter.
We girls could always count on mom’s support with school activities. Our friends and her grandchildren’s friends knew that her door was always open and that she always enjoyed their company. Last but not least she was a BIG practical joker. She loved having fun, sharing her home with family and friends. She was devoted to her church and loved children’s church.
