Rita May (DeLeon) Debbs of Mills Wyoming, passed away on February 10th, 2026 at the age of 77 in the hospital surrounded by loved ones.

Rita May was born in Garland Wyoming. She was conceived in her family home to parents Joseph and Mary DeLeon. Rita went to high school at Natrona County High School and graduated at grade 12. Rita then met the love of her life Bill in 1967. They lived in Casper with Rita’s family for 2 years and got married in Saratoga. Rita then made her life as a homemaker raising their 3 children CissyJo, Bill Jr., and Betty Jo. Bill had taught Rita how to ride horses and her infatuation grew. Rita also loved to endeavor in reading, knitting, and needlepointing. Rita loved talking with her grandbabies, teaching them the ways of her native ancestors.

Rita is preceded in death by daughter CissyJo Debbs, Father Joseph DeLeon, Mother Mary DeLeon, brother James DeLeon, brother Peter John DeLeon, sisters Beth DeLeon and Ciss DeLeon.

Rita is survived by her Husband Bill Debbs of Mills Wyoming, Son Bill Jr. Debbs of Mills Wyoming, daughter Betty Jo Debbs of ParadiseValley Wyoming, sister Judy Mendoza of Idaho, sister Gloria DeLeon of Idaho, grandchildren Briana Travis of ParadiseValley Wyoming, Johnathan Mahaffey of Rowlands Wyoming, Elizabeth Mahaffey Johannesen of Bozeman Montana, Deandra Debbs Johannesen of Bozeman Montana, and numerous nieces, nephews, and cousins.

A private Celebration of Life will be held at Casper Mountain on May 30th at 1:00 p.m.
